I can create smaller avatar sizes on my software but I can also do this online. On flickr I think that you can do this online. You have to sign up-it's free. You can upload and set your picture to private or public. Then after you upload the pic, there should be a small icon that says, 'all sizes'. Click on it and it gives you a choice of a thumbnail size and goes up to larger sizes. I'm pretty sure there is a limit on pixel size to upload here so make sure you know the limit-it should tell in the profile section where it asks if you want to upload a picture from the computer. It's pretty fun to make avatars.
